Title 100-year base flood standard and the Floodplain Management Executive Order: a review prepared for the Office of Management and Budget by the Federal Emergency Management Agency.

Abstract The FIA which directs the NFIP, wanted to know whether the major directives set forth in Executive Order 11988 had been effective in reducing flood losses and in promoting proper mitigation activities. Six questions were solicited from federal and state agencies, local entities, private groups and individuals. The questions were: Are actions going into the floodplain which should not be? Are action not going into the floodplain that should? Are flood risks being assessed adequately? Are structures and facilities being adequately protected against the flood hazard? Are actions being delayed as a result from the extra time taken to review the floodplain aspects of a project? Has there been a change in the level of federal support for unwise floodplain actions as a result of E.O. 11988? One-hundred-seventy-one comments were received, and the following observations were derived: 1) the 100-year standard was strongly supported; E.O. 11988 was supported by nearly all respondents; 3) unique situations were discovered in which use of the standard could be modified to improve flood loss reduction; 4) E.O. 11988 should be retained and federal agencies be advised that its policies will continue; 5) agencies should ensure that their field offices are fully knowledgeable about the program; 6) the 100-year base flood standard should be retained; 7) federal agencies should review their implementation procedures.
